To: Lead HIW’s policy and delivery of escalation and enforcement action in the NHS and independent healthcare sectors.

To: Provide oversight, ensuring that HIW’s registration, independent healthcare inspection and enforcement activities are delivered effectively, supporting HIW’s role as regulator of independent healthcare in Wales.

To: Provide oversight to HIW’s programme of reviews.

To: Lead HIW’s investigation team, ensuring that concerns, regulatory notifications and death in custody investigations are managed and acted upon in a timely and effective way.

Grade description:

What your organisation will expect?

A) Professional Roles 

  • You will be a Principal/Professional Advisor for a specific subject/area, on behalf of the organisation. 
    (This may include a professional qualification or being a member of a chartered profession). 

B) Generalist Roles

  • You will have experience in delivering large scale projects. You will lead/manage/ have overarching 
    responsibilities for multiple work-streams (at least four).
  • You will be able to deal with complex problems, displaying high levels of judgement with limited 
    precedent/guidance, using creative and innovative thinking to develop new approaches to deliver better 
    outcomes for Wales.
  • You will have a detailed knowledge of the organisation together with a clear working understanding of 
    the external operating environment. You will be politically aware and will consider the long-term 
    implications of policy and other changes, interpreting trends and developments, and produce future 
    policies and organisational strategies in the light of these.

What your stakeholders will expect?

  • You will establish, build and maintain effective relationships or partnerships with key organisational 
    stakeholders (e.g. Ministers and senior employees in the organisation and external organisations, often 
    with conflicting views).
  • You will have high level of representational, influencing, interpersonal and organisational skills together 
    with the ability to negotiate effectively with a range of contacts and/or relationships (e.g. directly 
    advising Ministers and/or the most senior officers externally, acting as a primary/lead contact on behalf 
    of the organisation). 
  • You will work with a high level of autonomy, demonstrating an ability to take/make decisions (with 
    significant risk/impact) on behalf of the organisation whilst balancing the impact/risk associated with 
    those decisions.

Post-specific tasks

  • To provide corporate leadership as a member of HIW’s Senior Leadership Group.
  • To provide leadership to HIW’s Head of Independent Healthcare and Statutory Functions, ensuring that independent healthcare inspection and registration activities are aligned.
  • Responsible for leading and delivering enforcement action in accordance with Welsh Government and external best practice. This will entail working closely with senior colleagues, Legal Services and profession, and key stakeholders.
  • Responsible for leading escalation action in relation to NHS services, utilising the HIW Service Requiring Significant Improvement (SRSI) process. This will entail working closely with relevant stakeholders and demonstrative effective engagement skills.
  • To provide leadership to HIW’s Head of Reviews, ensuring that HIW’s programme of review activity is delivered in a timely way and to high standard.
  • To provide leadership to the HIW Investigations team, leading on concerns raised about healthcare services, responding to whistleblowers, oversight of statutory notifications, and quality assurance of death in custody investigations.
  • To provide effective line management to the Head of Independent and Statutory Healthcare, the Head of Reviews, Senior Escalation and Enforcement Manager, and Senior Inspector - Investigations.
  • Chair HIW’s Risk and Escalation Committee, ensuring that HIW is effective in considering any necessary, risk-based changes to the overarching programme of assurance activity.
  • Develop and maintain effective relationships at a senior/strategic level with non-healthcare bodies relevant to the scope of the post including, for example, the Police.
  • Representing HIW’s view regarding NHS bodies at NHS tripartite meetings as necessary, contributing to the Escalation and Intervention Framework for the NHS.
  • Oversee work, as appropriate, to respond to emerging healthcare issues and concerns, which could include:
    • Working with Legal Services Department, seeking advice on a range of issues where appropriate
    • Preparing and presenting evidence before the Care Standards Tribunal or Courts
    • Collaborating with HIW’s Partnerships, Intelligence and Methodology team to review HIW’s inspection frameworks, policies, guidance and procedures together with the workbooks and documentation necessary for effective inspections.
  • Working with key stakeholders including colleagues within HIW, Welsh Government, Healthcare Providers, other Inspectorates and Healthcare professions to share information and work together to improve healthcare services.
  • Ensuring arrangements are in place to quality assure all Independent Healthcare inspection processes and outputs.
  • Representing HIW at UK and international levels through attendance at regulatory forums, conferences, and workshops.
  • Contributing to media, press and other activities that communicate HIW’s assurance programme and findings.

  • To manage their own continuing professional development and the development of their team members.
The responsibilities associated with this role require significant engagement both within and outside HIW. The post holder is therefore likely to develop their own profile/reputation and gain experience of dealing with stakeholders at the highest level.
